It is not required as all the people are already Devatha and will have Godly qualities. and the rest of the Athmas are still in Shanti Dham. At the end of Thretha Yug 33 crore people will be there , this is not even 5% of the whole population and more over people are good. So God does not come at the end of Thretha Yug as well.
